Minimum Requirements Bachelor's Degree in Information Systems, Public Administration, Business Administration, or a related field. Five (5) to seven (7) years of progressively responsible experience managing large-scale IT projects. Project Management Professional (PMP) certification is preferred. Applicants that maintain PMP certification may submit documentation at application submission. An equivalent combination of education, experience, and/or relevant certifications will be considered and may be substituted. Position Summary The Senior Project Manager serves as a leader in planning, organizing, and delivering complex enterprise-wide and large departmental information technology projects for Allegheny County. This role is responsible for managing the full project lifecycle - from initial scoping and requirements definition through implementation, stabilization, and transition to operations - ensuring that projects are delivered on time, within budget, and aligned with County strategic goals. The Senior Project Manager works closely with executive sponsors, department leadership, technical teams, vendors, and other stakeholders to coordinate project activities, manage risks, resolve issues, and support organizational change. Duties Lead the end-to-end management of large-scale IT projects, including business systems modernization, enterprise applications, data initiatives, and cross-departmental technology upgrades. Establish and maintain detailed project plans, schedules, resource allocations, communication plans, and risk and issue logs. Facilitate project governance activities, prepare reports for leadership, and support timely decision-making by presenting clear information, options, and recommendations. Coordinate project teams consisting of County staff, external consultants, and vendor resources; ensure clarity of roles, responsibilities, and deliverables. Oversee vendor performance, contract compliance, and adherence to technical, security, and service requirements. Identify and proactively manage project risks, constraints, and dependencies; execute mitigation strategies and escalate concerns as appropriate. Navigate and resolve project conflicts, competing priorities, and interdepartmental challenges through structured problem-solving and effective communication. Manage project budgets, track expenditures, and ensure financial transparency and accountability. Support organizational change management activities, including stakeholder engagement, training coordination, communications planning, and business process adoption. Ensure compliance with County policies, regulatory requirements, and IT standards, including data security, accessibility, and procurement guidelines. Conduct post-implementation reviews and facilitate continuous improvement of project management practices. Knowledge, Skills, and Abilities Knowledge of Systems implementation methodologies, business process redesign, and technology adoption. IT governance, data management, cybersecurity considerations, and vendor/contract management. Skill in Communication, facilitation, documentation, and presentation to both technical and non-technical audiences. Organizational skills, attention to detail, and commitment to delivering high-quality outcomes. Ability to Demonstrate success leading enterprise-scale or high-complexity IT projects in government, public sector, or comparably complex organizations. Analyze complex problems, structure project work, and drive decisions in environments with diverse stakeholder interests. Manage project conflicts constructively, maintain neutral posture, and guide groups toward resolution. Lead multidisciplinary teams and manage multiple concurrent workstreams.
