Summary

Mission Technologies, a division of Huntington Ingalls Industries, is seeking a highly experienced Systems Engineer to support the Joint Training Synthetic Environment (JTSE) for the Joint Staff J7 (JS J-7) at the Suffolk, VA Joint Staff Complex. This senior role supports critical joint training environments and requires deep technical expertise, strong analytical skills, and the ability to solve complex engineering challenges in a fast paced operational setting.

What You Will Do

• Perform technical planning, system integration, verification and validation, cost and risk analysis, and system supportability assessments.
• Conduct analysis across the full system lifecycle including design, fabrication, testing, installation, operations, maintenance, and disposal.
• Convert customer requirements into comprehensive system solutions that meet technical, schedule, and cost constraints.
• Lead functional and timeline analyses, trade studies, requirements allocation, and interface definition.
• Apply advanced engineering concepts, contributing to new methodologies and highly innovative technical solutions.
• Solve unusually complex technical problems requiring creativity and advanced technical judgment.
• Maintain system availability by ensuring all environments are updated, patched, monitored, and functioning efficiently.
• Conduct proactive system monitoring, fault isolation, and issue resolution during steady state and exercise operations.
• Configure environments to meet specialized exercise requirements based on planning inputs.

What You Must Have

• 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.
• Active DoD 8570 IAT Level II certification (e.g., Security+, CCNA Security).
• Must have an active Secret Clearance.
• Strong troubleshooting, analytical, and documentation skills.
• Ability to work independently and collaboratively in a fast paced operational environment.
• Experience administering and troubleshooting Windows and Linux operating systems.
• Hands on experience with virtualization technologies such as VMware or Hyper V.
• Strong understanding of networking fundamentals, including DNS configuration.
• Proficiency with system imaging, backup tools, patch management, and software deployment.
• Experience supporting classified enclaves or mission critical DoD systems.
• Familiarity with DoD training systems or infrastructure such as JLVC, JTT, or other Joint Staff developed capabilities.

Summary

Mission Technologies, a division of Huntington Ingalls Industries, is looking for a Systems Engineer to support the Joint Training Synthetic Environment (JTSE), JLVC Modernization effort - Joint Staff J7(JS J-7) contract at our Suffolk, VA Joint Staff Complex.

What You Will Do

• Integrate, configure, and deploy federation components within a TS enclave, including protocol bridges, simulation controllers, and data interoperability tools
• Engineer and maintain systems supporting simulation services such as:

  • HLA federation communication and RTI-based interactions
  • Simulation display and control systems
  • Terrain & geospatial data services (WMS, 3D models, raster/vector)
    • Support implementation and enhancement of Cross Domain Solutions (CDS) for secure TS-SIPR data transfer
    • Work with developers to adapt tools for TS compliance, including data tagging, secure message protocols, and required security banners/labels
    • Provide infrastructure engineering across development, staging, and production TS environments
    • Support deployment and integration of new capabilities from the development pipeline
    • Participate in DevSecOps workflows, contributing to integration, testing, accreditation, and release cycles
    • Work closely with cybersecurity teams to ensure RMF, STIG, and other compliance requirements are met
    • Support test, validation, performance, and interoperability events
    • Troubleshoot distributed systems and provide timely resolutions
    • Document architectures, configurations, and operational processes

What You Must Have

• Must have an active TS/SCI Clearance
• Distributed systems experience: configuring, integrating, and troubleshooting multi node systems and networked environments
• Experience with HLA or similar M&S frameworks: understanding federation concepts, RTI communication, and FOM/SOM basics
• Experience working in secure or classified environments and familiarity with TS or SIPR networks
• Demonstrates strong knowledge of DevSecOps and CI/CD practices, including automated build and test processes, effective version control usage, and secure deployment methodologies.
• Cybersecurity and system hardening knowledge: RMF awareness, STIG application, secure baselining
• Linux and/or Windows server administration: installation, patching, log analysis, and performance management
• Strong communication skills for engaging with government, military, and technical teams
• Ability to operate in fast paced, high stakes environments
• Critical thinking and problem-solving abilities

Preferred Requirements

• Experience supporting Joint LVC (JLVC) simulation federations
• Familiarity with specific HLA RTI implementations and federation management tools
• Hands-on experience with cross-domain technologies, guards, or TS-SIPR data transfer solutions
• Experience with simulation tools such as JSPA, JTT SIM, RTI S, JTDS OBS, or terrain/geospatial systems
• Experience implementing data tagging, MLS solutions, or advanced information assurance controls
• Infrastructure engineering experience in on prem, hybrid, or classified cloud environments
• Experience with containerization (Docker) or orchestration platforms (Kubernetes)
• Experience with automated testing frameworks used in DevSecOps pipelines

This role is based at the Joint Staff Complex in Suffolk, VA and focuses on designing, integrating, and sustaining advanced modeling and simulation capabilities in a secure, mission critical environment.

What You Will Do

• Lead systems engineering efforts to integrate Top Secret (TS) simulation models into a federated simulation and effects management environment supporting JLVC operations.
• Develop, refine, and maintain system architectures aligned with Joint Staff J7 Fully Informed Simulation (FIS) standards.
• Support deployment and integration of major simulation tools and services, including:

  • Joint Simulation Protocol Adapter (JSPA)
  • Joint Training Tool (JTT) SIM
  • Real Time Interface - Simulation (RTI S) for HLA communication
  • Joint Training Data System (JTDS) / Operational Battlespace (OBS)
  • Terrain Generation System (TGS)
    • Engineer and support HLA based federations ensuring interoperability across Joint, Service, and Agency (JSA) simulation systems.
    • Collaborate with software development teams to adapt tools for TS compliance, including data tagging, secure messaging protocols, and required security/UI controls.
    • Support Cross Domain Solution (CDS) integration enabling secure data exchange between JWICS and SIPR networks.

Job Description

Mission Technologies, a division of Huntington Ingalls Industries, is searching for a qualified candidate to fill the role of Technical Support Specialist - Technical Lead (Tech Lead). The Technical Lead works onsite Navy Warfare Development Center, Norfolk Naval Station supporting Maritime Operation Center - Exercise Support Team (MOC-EST) and Naval Surface Warfare Center- Corona (NSWC-Corona) in providing Navy LVC training throughout all assigned Areas of Responsibility (AORs). The person assists with the planning, design, and execution of Operational-level Fleet Synthetic Training (FST-O) events for Fleet and task force staffs, to include assigned reserve personnel. The position also supports on-site and distributed training events at other Norfolk VA sites, as directed. The Specialist position requires interaction with Military, Government and Contractor Leadership. Communication skills are required. The position requires flexibility to work non-standard work hours and work weeks of more than 40 hours to meet business, customer, and contractual requirements.

Essential Job Responsibilities

  • Serve as NSWC-Corona’s NITE FST-O technical team lead / Subject Matter Expert (SME) in support of FST-O training events. Communicate with leadership on any technical issues and new requirements.
  • Promulgate and de-conflict resource challenges in support of planning, test, and execution events.
  • Work with Navy Continuous Training Environment (NCTE) local and remote operators and engineers, MOC training teams, and augment personnel to coordinate and plan systems and personnel support for events. Adjust daily working hours occasionally to match times zones around the world where events are occurring. Occasional travel is required in support of event planning conferences.

Key Tasks include the following:

  • Support the secure architecture, design, and implementation of DoD systems in accordance with DoDI 8510.01, NIST SP 800-53, and other DoD security guidance.
  • Lead the integration of RMF activities into the system development lifecycle (SDLC), including selecting, implementing, and validating security controls.
  • Develop and maintain key security documentation such as System Security Plans (SSPs), Security Assessment Reports (SARs), Risk Assessments, and Plan of Action and Milestones (POA&Ms).
  • Collaborate with ISSOs, ISSMs, developers, and system owners to ensure systems are developed and maintained with approved security configurations.
  • Apply Security Technical Implementation Guides (STIGs) to systems and validate compliance using tools such as SCAP, STIG Viewer, and ACAS.
  • Maintain application, network, and database scanning infrastructure (application/product updates, database maintenance, benchmark/audit files, application/server builds, rule pack/content updates, scanner, or agent deployment etc.)

  • Provide technical input to support and maintain system authorization.

As a Cyber Security Engineer, your job will be to design, develop, and implement secure systems in on-premises infrastructure. You will leverage on your experience with security technologies and industry best practices to ensure that security is integrated into system design, development, testing, and deployment and that all security requirements are compliant with the DoD Risk Management Framework. This exciting and challenging work will help you expand your capabilities in security and will provide you with the skills and experience you need to achieve additional levels of the DoD 8570 IAT and IASAE Certifications.  While most work is conducted on-site at our client location in Bethesda, MD, we offer a flexible schedule and, occasionally, some tasks may be performed remotely. In this role, you will collaborate closely with ISSOs, ISSSMs, software engineers, software developers, system engineers and Government counterparts to perform the full spectrum of systems and cyber security engineering tasks to ensure our systems meet a variety of regulatory compliance frameworks.

Key Tasks include the following:

  • Support the secure architecture, design, and implementation of DoD systems in accordance with DoDI 8510.01, NIST SP 800-53, and other DoD security guidance.
  • Lead the integration of RMF activities into the system development lifecycle (SDLC), including selecting, implementing, and validating security controls.
  • Develop and maintain key security documentation such as System Security Plans (SSPs), Security Assessment Reports (SARs), Risk Assessments, and Plan of Action and Milestones (POA&Ms).
  • Collaborate with ISSOs, ISSMs, developers, and system owners to ensure systems are developed and maintained with approved security configurations.
  • Apply Security Technical Implementation Guides (STIGs) to systems and validate compliance using tools such as SCAP, STIG Viewer, and ACAS.
  • Maintain application, network, and database scanning infrastructure (application/product updates, database maintenance, benchmark/audit files, application/server builds, rule pack/content updates, scanner, or agent deployment etc.)
  • Analyze vulnerability scans and ensure timely mitigation or acceptance of risks based on DoD policies.
  • Provide technical input to support and maintain system authorization.
  • Participate in system reviews, architecture assessments, and engineering design reviews to embed cybersecurity from the outset.
  • Develop and implement automation or security tools to improve the compliance and monitoring of systems.
  • Support security incident response and forensics analysis in coordination with ISSMs and Security points of contact.

Requirements:

  • BS degree and 8+ years of experience in cybersecurity. Additional relevant years of experience in lieu of degree is accepted.
