The Homeland Sector within Leidos is seeking a Mobile Application Developer to provide technical expertise on a mission-critical program whose purpose is to development, modernize, enhance, operate, and maintain services for DHS/CBP mission critical systems. Mobile App Developers requires a strong mix of communications skills and hands on technical trouble shooting to support application issues and application of preventative measures.

In this hands-on position, you will work collaboratively to architect, design, build, deliver, and enhance highly available, scalable, real-time systems. You will exercise your judgment in determining and recommending the best designs based on customer business objectives, timelines and other resource constraints. You will participate in and/or direct major deliverables of projects through all aspects of the software development lifecycle including scope and work estimation, architecture and design, coding and unit testing. The candidate should have expertise in Mobile App Development

**This position REQUIRES the candidate to be in Ashburn, VA, 2 twice a week*\

Basic Qualifications:

BS/BA degree and 10 years of prior relevant experience or Master’s with 8years of prior relevant experience; or 4 years of additional experience in lieu of degree
At least 5 years experience with Mobile Application Development, must have experience with both Android & iOS
Requires experience in both Front-end Mobile and Back-end RESTFUL API development.
Requires experience in development of JAVA, Node JS applications.
Requires experience in both NoSQL and SQL database’s.
Must have strong application testing discipline.
Experience with Google’s Flutter engine and Google’s Dart language and similar Android/iOS framework.
Excellent problem-solving skills.
Creative thinker
Proficiency and knowledge of the following: Postgres, Springboot, SQL, Kafka, MySQL, Struts, Hibernate, Java, JSF, Swing, JavaScript, Bootstrap, Angular/React is desired.
Knowledge of software design patterns.
Experience with an issue/problem tracking system (e.g., Jira)
Proficiency with common Agile practices, service-oriented environments, and better development practices
Excellent written and verbal communication skills
Experience with DevOps frameworks
U.S. Citizen
Must be able to maintain and obtain a CBP Background Investigation prior to start

IP Network Engineer II

Description

Our customer, the Defense Information Systems Agency (DISA), provides, operates, and assures command and control of the Defense Information System Network (DISN) services to its customers, the department of Defense (DoD) and national security organizations. This position directly supports the DISA-provided capabilities and services.

The Leidos Digital Modernization Sector/Global Solutions Management-Operations II (GSMO-II) contract has an opening for a Network Engineer in Ford Island, HI. The Network Engineer will perform sustainment, maintenance, Problem and Change management services to help ensure secure, reliable, and uninterrupted availability of the Department of Defense IP networks.

This position requires U.S. citizenship and an active Secret clearance.

Primary Responsibilities:

Perform engineering tasks related to the design, implementation, and integration of network changes and sustainment of customer systems in an Wide Area Network environment.
Conduct planning and performance of analytical research, design development, and other tasks to align with customer specifications.
Control network systems to ensure 99% or better system uptime and connectivity.
Ensure efficient delivery of contract capabilities using industry standards and repeatable processes.

Description

Leidos’ Dig Mod Health IT division is looking for an experienced Cloud and Platform Engineering Manager to support a major IT services project at Health Human & Human Services (HHS) in Rockville, MD.

The Cloud and Platform Engineering Manager will lead and oversee engineering teams focused on M365/Azure environments, endpoint device management, unified communications platforms, mobile device solutions, and AI technology integration. They will manage the daily operations of the endpoint engineering team, set technical standards and best practices, and ensure successful project delivery by coordinating with stakeholders throughout the organization. This role involves managing the team’s priorities and technical projects, working with the Program Manager on technical road maps, resource planning, and allocation. As a senior technical escalation point, they will address issues and challenges, provide feedback and guidance, and regularly interface with the HHS customer to update on status, review projects and risks, and discuss upcoming priorities. The Manager will also collaborate frequently with other cross-functional engineering and contractor teams supporting HHS initiatives.

Candidate MUST:

Be able to work onsite 1-2 days per week, locally available for on-site support in Rockville, MD, or Washington, DC.

Be a US Citizen or US Person who has lived in the United States for the past three (3) consecutive years and hold a current Public Trust level 4 clearance or similar/equal level.

Primary Responsibilities

Lead and manage a multidisciplinary engineering team supporting enterprise endpoint, Microsoft Cloud, and UCC collaboration services in a federal environment.
Oversee engineering functions for Microsoft 365, Azure, Exchange Online, Teams, and related collaboration services.
Manage Windows and macOS endpoint engineering, including device lifecycle management, patching, imaging, compliance baselines, and security configuration.
Oversee mobile device management (MDM) platforms (e.g., Intune, JAMF) and establish secure mobility policies across iOS, Android, and other mobile platforms.
Direct unified communications and video teleconferencing (VTC) engineering, ensuring high availability, quality, and reliability of conferencing infrastructure.

Ensure adherence to federal cybersecurity requirements, compliance frameworks, and agency-specific security controls.

Basic Qualifications

Bachelor’s degree and 12+ years of combined IT and IT Engineering experience, or Master’s degree with 6+ years of combined IT and IT Engineering experience required. Equivalent professional experience may be considered in lieu of a degree.
5+ years of Team and Project Management experience supporting at Senior Level.
Extensive hands-on experience and technical expertise in:
- M365/Azure administration and engineering
- Windows and macOS endpoint management
- Unified communications platforms and VTC systems
- Mobile device management platforms (e.g., Intune, JAMF)
Enterprise AI tools, AI policy considerations, and integrating AI capabilities into end-user environments.
Ability to manage multiple projects, competing priorities, and technical escalations in a fast-paced enterprise environment.

Essential Duties and Responsibilities:

This is not just a development role. It’s a strategic role that blends digital experience architecture with platform governance, team development, and cross-functional collaboration. You will oversee our internet digital ecosystem, define scalable processes, and champion both web and mobile technology strategies.

This role will be required to be onsite at our Alpharetta Corporate office as well as at our Innovation and Development Lab, located in the Corporate Innovation Center at Georgia Tech in Midtown Atlanta.

Key Responsibilities:

Strategic Digital Governance & Web Presence Oversight:

Own the end-to-end digital architecture for public websites, mobile applications, and internal platforms.
Conduct comprehensive audits of Avanos’ existing web infrastructure and digital experiences to identify opportunities for modernization, consolidation, and scalability—while also evaluating and addressing specific security risks and vulnerabilities.
Establish governance models for digital content, security, compliance, and performance.
Define and enforce standards, best practices, and development frameworks across digital platforms.
Develop clear team roles, standard operating procedures (SOPs), onboarding materials, and documentation.
Guide strategic vendor relationships, agency collaboration, and internal partnerships.

Website, Mobile & Backend Development:

Architect and guide delivery of enterprise-scale content management ecosystems—such as WordPress—including oversight of custom themes, plugins, and multisite configurations. This role requires experience in such platforms but does not entail primary hands-on development responsibilities.
Lead cross-platform mobile app development using React Native for iOS and Android, with end-to-end deployment capabilities.
Implement immersive front-end solutions using React, JavaScript, HTML/CSS, and tools like A-Frame or Three.js.
Manage secure and scalable backend services in Node.js, PHP, and MySQL/SQL environments.

DevOps, Cloud & Infrastructure Management:

Drive CI/CD strategy using GitHub Actions, ensuring consistency across development, test, and production environments.
Maintain scalable, secure, and high-performing cloud infrastructure (Azure preferred; AWS/Docker acceptable).
Oversee domain and subdomain management, SSL lifecycle, and global DNS architecture.
Champion compliance with GDPR, CCPA, and enterprise security protocols.

Your Qualifications

Required:

Bachelor’s degree in computer science, Information Technology, or a related field.
Demonstrated experience in digital strategy, platform governance, and cross-functional leadership, spanning 7+ years in digital ecosystems (web and backend) and including at least 3–5 years of strategic or technical leadership roles
Knowledge of e-commerce systems (SFDC Commerce Cloud, Shopify, etc.) Candidates should have experience overseeing implementations and technical decision-making.
Hands-on experience with React, Node.js, MySQL/SQL, and cloud platforms (Azure preferred).
Proven experience with website security management, domain governance, and accessibility compliance—not just familiarity.
Direct experience implementing and maintaining cookie policy libraries (e.g., OneTrust, Cookiebot) and related compliance workflows.
Strong knowledge of CSC domain management, DNS, and SSL configuration.

Preferred:
