Our team is looking for qualified proposal writers, this includes experience with traditional U.S. Government, FEDSIM, and commercial proposals.

This position is within the Strategy & Business Development’s Capture Operations & Excellence Group, which supports Leidos’ largest, most strategic bids across the enterprise. As such, this is an exciting role for those that want to make an immediate impact and be recognized for their contributions to our organization. This role is to support competitive proposal bids as a Proposal Writer, working directly with Capture Team, Solution Architects, and Technical and Management Volume Leads to develop work products to meet solicitation requirements. Candidate will be responsible for providing proposal writing support to all Lines of Business, to include Defense, Intelligence, Civil, and Health. The Proposal Writer should have a proven successful track record on medium to large bids.
 
Primary Responsibilities:

Work with Subject Matter Experts (SME’s) to conceive, document, write, and articulate our winning solutions against proposal requirements.

Assignments will include, but are not limited to, supporting written responses to technical, management, past performance, staffing plans, and transition sections. Ability to understand RFP requirements and respond with compliant and compelling solutions.

Work as part of a collaborative team to clearly articulate solution and strategy, approach to performing the work, experience, win themes, and discriminators.

Effectively communicate and employ interviewing skills to gather needed information from internal and external personnel to support writing activities.

Write clear, compliant, compelling, persuasive, proposal text.

Develop and implement process improvements to help improve proposal quality.

Required Qualifications:

• Bachelor’s Degree with at least 4+ years of related experience. 2+ years of experience working as a proposal writer responding to Federal Government solicitations
• Experience with Federal Government proposals, including FEDSIM proposals
• Experience with traditional video, live orals, and / or demonstration proposals
• Evidence of a successful track record of high quality, high scoring proposals
• Demonstrated success writing and leading technical, management, transition, staffing, and/or corporate experience & past performance volumes for complex efforts
• Excellent writing and communication skills
• Excellent organizational and leadership skills
• Proficiency in Microsoft Word, Excel, and PowerPoint
• Strong work ethic and desire to excel and keep growing over time
• Candidate must have the ability to travel to support proposal efforts, primarily in the Washington Metro Area (WMA), as needed.

Desired Qualifications:

• 6+ years of experience working in a competitive proposal environment responding to Federal Government solicitations
• 1+ years’ experience supporting FEDSIM proposals

The National Solutions Sector at Leidos has an opening for a Voice and Hardware Systems Engineer to support a client’s requirements in a challenging and dynamic setting located at Schriever SFB. The successful candidate will be required to execute, refine, and supervise the processes and procedures of Voice System/Hardware Engineering operations in a purpose-built enterprise environment throughout the operational lifecycle of customer directed mission applications.  The VS/HW Engineer will work in a highly collaborative environment with teammates, key stakeholders and the Government customer to ensure mission continuity and support to the IC community.

Qualified applicants must be able to perform efficiently under dynamic conditions and skillfully navigate continually evolving priorities, facilitating reliable and consistent mission application systems engineering in a complex computing environment.  Applicants will exercise comprehensive technical Systems Engineering knowledge in order to meet or exceed prescribed Performance Requirements Standards (PRS).  Through the application of deep technical and critical thinking skills, expert knowledge, and highly innovative approaches to resolving complex problems, the ideal candidate will be integral to ensuring the uninterrupted performance and stability of mission processors and their associated Voice Systems Engineering support.

Primary Roles & Responsibilities:

• Provide system level engineering support mission critical IT systems, related telecommunications trunk circuits, voicemail and telephone instrument units.
• Ensures the availability of mission critical launch communications systems through proactive Tier 2 hardware maintenance
• Updates or creates knowledge articles to allow Tier 1 to resolve without escalation to Tier 2
• Performs daily system checks for alerts or degradation of service or system
• Provide systems engineering support to enterprise voice over IP (VoIP) phone systems including Cisco VoIP phone units, voicemail and Call Manager System.
• Provide consistent execution of Voice availability and reliability through the direction of proactive engineering methodologies and request fulfillment activities
• Develop and implement technical solutions through deep analysis and understanding of impact to the end-product/solution
• Ensures the availability of mission critical launch communications systems through proactive voice systems IT systems engineering
• Performs incident and problem management to resolve or escalate issues in order to restore service
• Supports configuration management and change management activities

Basic Qualifications:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below

• U.S. Citizen with an active TS/SCI with Polygraph
• Requires BS and 2+ years of prior relevant experience or Masters with less than 2 years of prior relevant experience. Additional experience can be considered in lieu of a degree.
• Current DoD 8570 certification applicable to the position (typically Security+)
• Must understand complex, classified, mission specific communications infrastructure and technology that specifically supports US strategic launch capabilities
• Requires Launch or mission operations experience

• Understand mission critical desktop and communications hardware and software
• Experience supporting configuration management, change management and service transition
• Excellent verbal and written communication skills

Basic Qualifications

We are seeking an experienced Lead Software Engineer to join our team in developing unmanned and autonomous ships for the US Government. The candidate will help design, code, and test software as part of a Scrum team in Arlington, VA, and will assist in coaching and mentoring junior and mid-level developers. Joining other senior developers, the candidate will help to guide projects of significant national importance. Our team of over thirty developers supports a variety of projects, making existing ships operate autonomously as well as working to support new ships through development within design, build, and test phases. Our software handles ship automation, autonomous navigation, sensor processing, and communications. The team also develops simulations to be used for verification and software testing.

Our customer, the Defense Information Systems Agency (DISA), provides, operates, and assures command and control of the Defense Information System Network (DISN) services to its customers, the department of Defense (DoD) and national security organizations. This position directly supports the DISA-provided capabilities and services.

The Leidos Digital Modernization Sector/Global Solutions Management-Operations II (GSMO-II) contract has an opening for an Implementations Network Engineer III in Scott AFB, IL.  The Implementations Network Engineer will perform installation oversight, configuration, testing, monitoring, servicing of network equipment and activation of networks for projects supporting the Department of Defense networks.

Primary Responsibilities:

Responsible for performing and training team on the following duties:

• Perform customer coordination, Initial Test and Acceptance (IT&A), execution of all reporting functions, and complete data input associated with new network equipment and service activations to ensure they are implemented in accordance with Defense Information Systems Agency (DISA) standards.
• Configure and maintain DISA’s out-of-band management network consisting of Cisco and Juniper devices using baseline configurations customized for each site.
• Upgrade software on Cisco and Juniper devices.
• Create/update project planning documentation to support selecting and creating IP addressing schemes (subnet selection, equipment management IP selection) as well as assigning ports on out-of-band management nodes.

The AGUN program is a highly demanding mission and requires expert technical and professional management to support the Army’s global wide area network and security infrastructure. You will be supporting a large and complex network migration and operations for the US Army. The GEOAxIS system provides Identity, Credential and Access Management (ICAM) for web applications. GEOAxIS enables online, on-demand, access to NGA GEOINT content based on user’s authoritative attributes/roles. The DIA Account Manager will set and own the strategy for identifying and developing new opportunities, translate customer perspectives into enterprise growth, and lead strategic planning specific to the Defense Intelligence Agency (DIA).

This role will partner with the senior leadership to define and execute growth strategies and business plans, chair program reviews, customer assessments, govern discretionary investment portfolios, and sponsor relationships with internal and external stakeholders.

Primary Responsibilities

• Proven, executive-level success in growing business with defense intelligence agencies or equivalent.
• Qualify and expand the DIA opportunity portfolio by prioritizing, qualifying, and sequencing new business opportunities—leveraging current technologies, senior customer relationships, and cross-company orchestration.
• Shape opportunities early in the lifecycle by influencing requirements, acquisition strategies, and alignment with corporate capabilities
• Set and oversee DIA-aligned growth plans that tie to enterprise strategic goals across intelligence collection, analysis, and dissemination.
• Serve as the account lead for DIA—mobilizing an “all-of-Leidos” approach, drawing on capabilities across sectors and business areas to deliver integrated, multi-sector solutions.
• Act as a liaison between the Growth Organization and line organization elements (including divisions with DIA work), ensuring alignment and integration across all sectors.
• Institutionalize cross-organizational collaboration to drive growth, removing barriers and aligning incentives across sectors.
• Direct market intelligence and competitive analysis to inform portfolio priorities, positioning and price-to-win strategies, and targeted marketing for DIA pursuits.
• Act as a thought partner and decision authority in bid decisions, gate reviews, and cost/price strategy development.
• Sponsor executive engagement and targeted research to anticipate DIA’s current and emerging mission needs; convert insights into actionable capture strategies.
• Manage industry relationships with professional organizations; recommend and lead Leidos participation in trade shows and industry events.
• Cultivate and govern senior-level relationships across DIA; benchmark and anticipate competitor capabilities aligned to DIA’s requirements across a diverse, multi-year portfolio.

Basic Qualifications

• Deep, executive-level relationships with leaders and decision makers across DIA, with a demonstrated ability to influence strategy and outcomes at senior levels of the agency.
• A bachelor’s degree and 15+ years of relevant experience; additional experience may be considered in lieu of a degree.
• 10+ years of executive level leadership within the defense, intelligence, government services, or professional services markets, spanning business development, capture, portfolio planning, and delivery oversight.
• Record of leading and sponsoring opportunity captures >$100M, including development of win themes, shaping strategies with DIA and DoD customers, and contributions to competitive pricing and investment decisions.
• Demonstrated ability to identify, establish, and leverage strategic customer alliances with senior officials and program stakeholders within DIA.
• Familiarity with government contracting, current acquisition trends, and DIA enterprise acquisition strategies and processes.
• Knowledge/experience in intelligence operations, counterintelligence, all-source analysis, or other DIA mission areas.
• Demonstrated ability to guide advanced technology portfolios supporting intelligence missions (e.g., cyber defense, AI/ML, GEOINT) from concept through operationalization.
• Knowledge of competitors and ability to forecast and counter competitor behaviors in the DIA market space.
• Executive-caliber communication skills; frequent presenter to senior executives, senior customers, and boards/governance forums.
• Management of a >$4B qualified pipeline and portfolio-level prioritization discipline.
• Active TS/SCI clearance with CI polygraph.

Preferred Qualifications

• Advanced degree in business, international relations, security studies, or a related field.
• Prior program/portfolio leadership or delivery sponsorship supporting DIA missions.
• Broad IC network (ODNI, NGA, NSA, and other DoD intelligence elements) with a track record of cross-agency solutioning.
• Demonstrated success integrating complex, multi-sector solutions for intelligence customers and governing cross-functional capture teams.
• Experience leading cross-sector coalitions in pursuit of enterprise-level contracts and strategic growth initiatives, including alliances and key partner strategies.
• Familiarity with emerging mission areas (e.g., space-based ISR, cyber operations, advanced analytics) and translating them into funded roadmaps.
• Recognition as a trusted advisor within DIA, with a proven ability to influence strategy, investment priorities, and portfolio trade-offs.
